In 1989, twelve organizations, bonded together to offer their help in support of the pastoral visit of Mons. Mariano Magrassi, Archbishop of Bari-Bitonto, who was visiting the Italian immigrants in the New York Metropolitan area. After the pastoral visit, the Federation remained in place; in 1993 it was incorporated in the State of New York, and the number of member organizations grew to reach the current eighteen. The individual groups realized that having a larger organization of Apulian clubs would help all to achieve the common goals more expeditiously. The activities expanded and included not only religious activities, but also cultural and educational events, as well as social and civic gatherings.

For its numerous activities, the Federation has received a special recognition from Gov. George Pataki, "Since its inception. the Federation has been dedicated to fostering the growth of the Italian community in New York City and in the Region of Puglia, Italy through its supportive and social efforts. Contributing to the rich legacy that Italians have bestowed upon our modern society, the members of the UPF can be proud of their instrumental role."
